Leatherneck Federal Consulting helps small and mid-sized businesses win and keep federal work. Scope and baseline
Where you stand before you spend a proposal dollar. Market path, infrastructure, regulatory exposure, safety, and a bounded cyber screen — ending in a prioritized gap register.

Plan and architect
The gap list becomes a program your team can run: owners, budget, sequence, architecture, dependencies, and an evidence plan.

Implement and document
The plan gets executed, not re-planned. Work packages implemented, operating documentation written, evidence mapped control by control.

Validate and rehearse
The rehearsal before the real review. We walk the evidence, test the operating story, and leave you a corrective path before the external decision point.

Sustain and monitor
The posture stays alive after the sprint: evidence rhythm, affirmation, SPRS upkeep, change control, and escalation.
Program-build domains. Export control, document control, access control, program setup, and execution evaluation thread through all five phases, but each is a separately scoped module. They fire only when the route, the target contract, or an evidence gap justifies the spend — no base phase silently absorbs them. A full NIST SP 800-171 110-control assessment is its own module, not part of standard ORIENT.
What we will not claim
The limits are part of the method.
A framework that promises everything is worth nothing.
No guarantees
No phase guarantees an award, a contract, a certification, an accounting approval, a safety certification, a legal outcome, revenue, or margin.
No “ITAR certification”
Export-control work is screened, never certified. Registration, licensing, and jurisdiction or classification determinations stay with you and your counsel. We never market an ITAR certification.
An honest deferral
If there is no viable federal path inside your working horizon, we will tell you so — as a finding, not as a discount on custom work.
Current CMMC posture. CMMC Phase II third-party assessments are suspended (13 July 2026), and a class deviation memorandum of 3 September 2026 directs contracting officers to remove Phase II requirements from solicitations and contracts. Level 1 and Level 2 self-assessment, baseline NIST SP 800-171 Revision 2 compliance, SPRS, the DFARS 252.204-7012 safeguarding obligation, and the annual affirmation remain in force. Third-party assessment is not currently the operative requirement, so we do not market a C3PAO or DIBCAC designation. CMMC work is scoped only after a current-posture check.

LFC was formed in May 2026 and claims no entity federal past performance. Under FAR 15.305(a)(2)(iv) an offeror without a relevant record may not be evaluated favorably or unfavorably on it. Principal experience is not entity past performance, and we label the two separately.
