ORGANIZE turns a gap list into a program your team can run: owners, budget, sequence, architecture, dependencies, and an evidence plan. You leave with a plan that can be funded, assigned, and reviewed.
WHAT THIS PHASE ESTABLISHES
Turn an accepted baseline into an owned, funded, sequenced program. ORGANIZE makes the work purchasable and executable: owners, dependencies, architecture, dates, costs, decision gates, and a plan for evidence.
An SMB with an accepted ORIENT baseline, or an existing credible gap assessment, that needs a remediation program, architecture, resource plan, or prime and subcontract execution plan.
A funded, scheduled program: an owned roadmap sequenced the way evaluators score it, the architecture package, and work packages that each carry an acceptance condition.

What the phase produces.
The exact phase boundary and the client inputs are documented before work begins. These are the artifacts that define acceptance.
Accepted baseline normalization
Confirmed findings separated from assumptions.
POA&M and roadmap
Owners, dependencies, cost, and dates.
Architecture package
Boundary, shared responsibility, systems, and evidence structure.
Execution handoff
Work packages and their acceptance conditions.
Program architecture addenda
Access, document and CUI, and export-control design elements that are in scope.
Execution-procedure design
Process maps, the flow-down register, and closeout checklist design.
