PHASE 01 · ORIENT

Scope and baseline

OORAH ORIENT gives you a documented answer to where you stand in the federal marketplace before you spend a proposal dollar. We review market path, business infrastructure, regulatory exposure, safety readiness, and bounded cyber posture, then give you a prioritized route and costed next step.

WHAT THIS PHASE ESTABLISHES

Establish an honest, evidence-backed baseline before a firm spends proposal dollars or commits to remediation. ORIENT determines where the firm stands, what path is viable, what must be fixed, and which entry or downstream route is responsible.

THE BUYER PROBLEM
The firm cannot confidently answer: Which federal work should we pursue? Are we structured to execute it? What will it cost to fix the gaps? What should happen next?
WHO IT IS FOR

SMBs entering federal work, with Construction/EPC fully configured, moving from subcontractor to prime, responding to a lost bid, or already holding federal work but needing a structured baseline before the next pursuit.

WHAT YOU LEAVE WITH

A prioritized gap register where every finding cites a source, a costed roadmap with dates and owners, and the route we think you should take. Plus a written boundary around what ORIENT did not cover.

LIMITS THAT APPLY HERE

No phase guarantees an outcome.

NO GUARANTEE
ORIENT does not guarantee an award, certify a safety program, approve an accounting system, provide legal advice, or guarantee CMMC certification. No OORAH phase guarantees an award, a certification, an accounting approval, a safety certification, a legal outcome, revenue, or margin.
CURRENT CMMC POSTURE
CMMC Phase II (Level 2 and Level 3 third-party assessments) has been suspended since 2026-07-13 pending the Department of War reform review, and contracting officers were directed on 2026-09-03 to remove Phase II requirements from solicitations and contracts. Level 1 and Level 2 self-assessments, baseline NIST SP 800-171 Revision 2 compliance, SPRS, and the DFARS 252.204-7012 safeguarding obligation remain in force. CMMC work is quoted only after the current-posture check.
